Oh man. I remember having that problem a loooooooong long time ago. It's been years but from what I remember it's from overloading the timeline/memory. when I remember doing is copying all the frames making a new file and pasting it into the new file.

BUT THE KEY THING IS WHAT CAUSED IT. From the looks of it in your image you have over 3000 frames in the timeline.... Holy fuck.. ya that would do it. you want to make sure to separate your scenes by making a file for each animated part/scene. my dumbass used to animate an entire cartoon in one file in flash. And when I did that, it overloaded the payload and killed my PC. you can try finding the ghost data and deleting everything to have more room but it looks so big that I would go for the first suggestion.

And in a general idea having each animated scene I wouldn't go over 1500 frames so it makes things simple and to make everything run smoothly. I know you can go over that but just to get an idea

This is just from my speculation from what I dealt with. It maybe maybe maybe be something else and it has been a while since I have used flash. But mainly I hope I helped you fix your problem.

Thanks I’ll give it a try
